2006 Northern Cheyenne Graduates Honored

      The Northern Cheyenne Tribal members who have graduated from eight grade, high school, and college will be honored at this year’s Northern Cheyenne Chief’s Powwow.  Graduates will receive a monetary award and a certificate, and those college students who have maintained a 3.0 GPA or above will receive t-shirts for their academic success. 

      The drop our rates for Northern Cheyenne students in elementary and high schools are still too high and it is the hope of the Northern Cheyenne Tribe that the monetary award and honoring will give the students an incentive to stay in school and graduate.  The parents also play a key role in the academic success of their children and in keeping them in school. Parents of those students who have graduated should be proud they have beaten the odds of their child dropping out of schools

      Last year’s graduate statistics were higher than this year’s. For the 2005 year there were the following graduates: 110 8th grade; 87 High School; 22 two-year degrees; 18 Bachelors Degrees; 7 Masters Degrees; 2 Doctorial Degrees.  This year there were 73 8th grade, 59 High School, 18 two-year degrees, 10 Bachelors Degrees, and 2 Masters Degrees.

      Congratulations go out to these students.  The Northern Cheyenne Tribe is proud of your success and encourages you to continue your education.

Northern Cheyenne Employment & Training

Ann Booker [Northern Cheyenne Employment & Training Programs Intake Specialist/Secretary]

 

      The Northern Cheyenne Employment & Training Programs staff includes Isadore Whitewolf-Director, Ann Booker-Intake Specialist/Secretary, Mary Ann Fisher-Intake Clerk, and Jocelyn Spang-Counselor.

      The Employment & Training Program goals regarding the work experience program is to advocate for positions from other tribal programs that may have funds available for trainee positions for any program support and future positions.  The majority of our clientele and participants are economically disadvantaged or unemployed.  Few have high school diplomas or General Education Diplomas (GED).  Few may have Associates or Bachelors degrees, but may still be unable to gain any work experience for skills and knowledge.  Due to the unemployment rate on the Northern Cheyenne Reservation and the lack of funding for the majority of tribal programs, it is difficult to locate trainee positions for participants to compete for employment opportunities.  This is an opportunity for tribal programs to contact this office and inquire for possible trainee positions.

      The Northern Cheyenne Employment & Training Programs administers the various needs of potential employees, such as supportive services for participants who gain employment that may require them to wear particular types of footwear or clothing.  For example, a clerical support employee may require dress slacks/pants, dress shoes and professional tops appropriate for the wardrobe; or a laborer may need outside clothing, including jeans, shirts, steel toe boots, or non-slip shoes.  A laborer may also need specific tools depending on their position at their employment.  The supportive service assists with the clothing, tools, and sometimes for gas mileage.  If an individual is requesting for gas mileage, the program reimburses them upon production of the actual gas receipts.  In the past this program experienced difficulty with participants abusing the gas vouchers by charging over the dollar amount they were allowed. To eliminate the problem, individuals are now only reimbursed with receipts.  The documents needed for these services are: a signed letter from the program’s supervisor, with a telephone number, on the programs official letterhead (no handwritten letters are accepted); a hire letter from the employer, which must state an employees start date, rate of pay, position title, dress code, and tools and equipment required for the job.

      The program has classroom training which the services vary pending on each participants needs.  The classroom training may consist of college/institution fees, tuition costs, books, mileage, rent (pending on student needs), and other

fees that may be assessed.  Recently, the Employment & Training Program has assisted with participants for the Flagging Training Program in Miles City and Helena, Montana.  The program also assisted participants with Rookie Fire Fighting Books, for those Fire Line ready Rookies this past Rookie School training held at Chief Dull Knife College by the BIA Fire & Aviation.  The documents needed for these services are: current class acceptance; Financial Needs Analysis, through Financial Aid; and a current class schedule.

      The Employment & Training Program administers the work experience program for adults and youth ages 14 to 21 years of age. At this time there are 16 youth placed at worksites such as the Boys & Girls Club, Cheyenne Depot, Bureau of Indian Affairs, Elderly Program, Human Services, Mennonite Church, and Lame Deer School. Currently the adult program has three positions in progress and two are actively working.

      The Office Clerk position located at the Northern Cheyenne Tribal Courts is still available as a temporary position. Tamera Bearcomesout recently completed this trainee position with this program. Earlier she was located at the Northern Cheyenne Utilities commission as the Clerk Typist Trainee, which she obtained through their program and upon completion of the N.C. Employment & Training Program.

      Another work experience employee is Carrie (Littlebird) Small who is currently stationed at the Northern Cheyenne Capital Building Administration office as a Receptionist/Clerk.  The last two work experienced employees were: Jennifer Gleason, who was a trainee and Clerk Typist at the Low Income Home Energy Assistance Program (LIHEAP), who was also temporarily employed by LIHEAP; and Jean Glenn who was a trainee and Secretary at the Home Improvement Program (HIP), also temporarily employed by HIP, the cooperating employer.

      The Employment & Training Programs has eligibility requirements which are followed by Federal Income guidelines and documentation requirements.  The first step is to put in an application with this office.  The applicant must submit copies of their Tribal enrollment, Social Security card and/or Birth Certificate, and income verification for the past six months of applying.  TANF, Food Stamps, Commodities, General Assistance (GA), unemployment, or Social Security Income (SSI) allow for participant eligibility because they fall under the income guidelines.  If the applicant is married/common-law, then their spouse must submit their wage statements with year-to-date income verification as well.  This program does not do repetitive services.  If there are any questions regarding the services mentioned, please contact Ann Booker-Intake Specialist/Secretary at (406) 477-6221 or by email at ncwia@rangeweb.net.

1st Annual NC Tribal Ed Summit

      The Northern Cheyenne Tribal Education Department is planning the 1st Annual Education Summit to be held in late August or September.  Education is an integral part for the future success of the Northern Cheyenne Tribe.   The Summit plans are to provide information and to educate individuals on key issues that impact our schools and colleges.   There will be a series of meetings to organize the summit.  We are looking for volunteers and support for the Summit,   Please call Norma Bixby at 477-6602 if you are interested in volunteering or would like to provide support for this effort.  The address for the Tribal Education Department is Box 307, Lame Deer, MT 59043.

Head Start Welcome

Dear Friends,

      On behalf of the entire Northern Cheyenne Head Start Staff, welcome to the 2006 Cheyenne celebration honoring our elders, children, parents, and staff!!!

Head Start is a community service agency, we advocate on behalf of the entire Head Start community.  We provide training and resources to Head Start children and their families reservation wide.

      Each year we strive to keep the community informed, to provide important training opportunities, to recognize outstanding achievements, and to bring important issues to our tribal leadership as we advocate on behalf our respective community’s low-income children and families. We are proud to serve our tribal membership.

      The Northern Cheyenne Head Start Program is in its 40th year and has provided early care and education to many of our community’s children and support services to both child and family.

      Head Start recognizes and honors the many Head Start parents and staff who daily enhance the lives of our Cheyenne children.

      Through your assistance in kind support, we can continue our important work-providing training, information, resources, and recognition to our home communities, and work ever vigilantly with our tribal leadership to ensure the continued success of the Head Start Program.

Housing Improvement

Jolene Spang [Director Housing Improvement Program]

 

      The Housing Improvement Program is currently updating the priority list and is accepting new applications for assistance. The application deadline for submitting complete application is July 14, 2006 @ 5:00 pm. For more information on eligibility you may contact the HIP Office, located at the corner of Dull Knife Drive and Cheyenne Avenue.  Notices for the application deadline were posted throughout the reservation communities.  Applications are taken at any time; however the priority list for the next fiscal year is due to the BIA Regional Office by July 31, 2006.  Any applications received after the deadline will be kept on file for the next funding cycle.

      The eligibility requirements are: Proof of Ownership; Home Site Lease; House must be in substandard condition; Must meet the income guidelines; Tribal Enrollment Verification; and must not have received HIP services after October 1, 1986.

      The Group Workcamp Project is underway.  There will be 65 homes receiving minor repairs from the Group Workcamp volunteers.  Approved applicants were notified and the materials were delivered to each home during the week of June 19, 2006.  The volunteers will be doing the work the week of June 26—June 30, 2006.
